This blog was set in Febraury, 2011, to report to the <strong>Canadian</strong> public <strong>Carol's</strong> most notorious case where we believe she was party to a corrupt scheme to judicially launder $1 million.<br />
<br />
This blog was visited on many occasions by <strong>Governments of Canada</strong> and<strong> British Columbia,</strong> including the<strong> Federal Department of Justice</strong> and the <strong>Royal Canadian Mounted Police,</strong> but no one from any of those governments contacted the Editors to defend <strong>Judge Carol Baird Ellan</strong> or to advise that the material posted was incorrect. So, we presume that she is guilty as charged. <br />
<br />
If this blog contributed to the removal of a dirty judge from the bench then it has served its purpose of helping to clean up <strong>Canada's</strong> judiciary. <br />
<br />
<strong>Judge Carol Baird Ellan </strong>was 55 years old and she had served 20 years as a judge at the time she retired. Under the <strong>Provincial Court Act</strong> a judge may remain in office until age 75 which means that<strong> Carol</strong> retired 20 years early. At this time, we do not know if she will be receiving a pension as a reward for her services in aid of money laundering. <strong>Provincial Court</strong> pensions are calculated on the basis of 2% of highest average pay for five years multiplied by the years of service. So, <strong>Carol Barid Ellan</strong> will probably be paid a pension in the range of 40 per cent of her judicial salary which was in the range of $200,000 per year or about $80,000 per year. <br />
<br />
If <strong>Carol Baird-Ellen </strong>lives out her natural life span, of about 85 years, she will collect about $2.4 million of taxpayers money. <br />
<br />
So, what is going on? <br />
<br />
Why are judges who commit crimes on the bench collecting pensions instead of being put behind bars and serving a long jail sentence both as punishment for their crimes and a deterrence for others?<br />
<br />
Naturally, it is only the Editors opinion that <strong>Carol Baird Ellan</strong> was a knowing part of a criminal conspiracy so we will let the readers be the judge of Canada's so-called justice system where average citizens who get caught breaking the law are punished but judges are not. One day, in <strong>Vancouver, British Columbia</strong>, an off duty policemen, was walking in a city park when he happened to notice a bag in a trash bin.<br />
<br />
Instead of walking right past the bag in the trash bin, as most people would, this policeman decided to look into the bag and "<strong>lo and behold</strong>" he found that there was $1 million dollars in the bag that he had stumbled upon - very much by accident, or, so the story goes. <br />
<br />
We think the money was planted there as part of a pay off to the <strong>Vancouver City Police</strong> assisting some senior judges and the<strong> Attorney General for British Columbia </strong>to remove <strong>Premier Glen Clark</strong> from office a year earlier in 1999. The case took place in December 1999. <br />
<br />
Co-incidentaqlly, this policemen knew about the law of <em><strong>"finders keepers"</strong></em> which basically means that if someone abandons property the finder can keep the property. <em>Finders keeper law</em> is a pretty obscure area of law, so we think the policemen was guided by a lawyer and, probably, he was guided by a <strong>Chief Judge or Chief Justice </strong>because what happened later is an increbible tale of how the <strong>Vancouver City</strong> <strong>Police,</strong> the <strong>Attorney General for British Columbia</strong> and <strong>Provincial Court Judge, Carol Baird Ellan</strong> laundered $1 million.<br />
<br />
When the case went to court, the <strong>Attorney General of British Columbia</strong> sent a lawyer to court. <strong> Judge Carol Baird Ellan,</strong> reportedly, askled the lawyer (believed to have been <strong>George Copely),</strong> "<strong><em>Does the Crown with to argue that the funds are proceeds of crime and should be forfeited to the provincial treasury</em>?" </strong><br />
<br />
The lawyer for the government responded<strong> "No"</strong> and lost the opportunity to recover $1 million dollars for the taxpayers.<br />
<br />
In what appears to have been a reward for services rendered, in June of 2000, <strong>Judge Carol Baird Ellan</strong> was appoined <strong>Chief Judge of the Provincial Court of British Columbia</strong>.<br />
<br />
The appointemnt of the Chief Judge of the Provincial Court of British Columbia is made by the Premier's Office on recommendation of the Attorney General.<br />
